Does an all solar house require compliance with the BCA Energy Efficiency requirements?

Recently one of Building Design Compliance’s prospective clients expressed frustration about having to comply with the Energy Efficiency requirements of the Housing Building Code of Australia (BCA) for a “solar” house. This certainly tweaked our interest.

As a guide to interpretation we had a quick look at the objectives and functional statements in the Housing BCA. The goal is “to reduce greenhouse gas emissions” and heat using low energy intensity sources e.g. photo-voltaic.

Performance requirement P2.6.1 is expressed in such a way that you don’t have to comply with the Energy Efficiency requirements in the BCA Housing code. It has the magic words “to the degree necessary”. So one extent of  ”to the degree necessary” is … nothing.

But can you support a do nothing option? Absolutely! We understand that this prospective client’s design was all photo-voltaic (PV). The house is not even on the electricity grid. There are a few other key thing to check: (more…)
